To clarify, because I've already been asked offlist: my understanding is
that the challenge is fashioned as one to the truth of Silverman's
circulator affidavits, thus disqualifying the signatures contained therein,
and as such does not open the door to the First Amendment issue making its
way across the country (and in the EDPa case Morrill v Weaver) regarding the
constitutionality of bans on out-of-district circulators. Other cases to be
heard in the Commonwealth over the next month - and I've got three of them -
no doubt contain such issues.

Update from the Keystone State - after Friday's hearing, Rep. Jason
Altmire's ability to appear on the April 24 primary ballot depends on
Commonwealth Court Judge Dan Pellegrini's assessment of whether 24-year-old
circulator Abby Silverman's true residence was her parents' home, where
she's registered to vote and receives bills, or outside the district in
Shadyside, where she rents an apartment and spends about five nights per
week. That Altmire gather so few signatures as to leave himself vulnerable
to such a challenge (~1600, needing 1000 good ones) is surprising.
