I'm afraid that many poll workers skip or forget their training and fall back on either past practice or what they have read in the news or seen on TV - and much of what they read on TV relates to the rules in other states. Doug Lewis has observed that it takes 3 elections for a new election rule or procedure to be incorporated successfully. That seems about right for the majority of poll workers. A few get it right away while a larger group takes much longer and some rules ( section 208 of the VRA) never seem to sink in.
