4 votes required to appeal does not fully answer the question. We know that the Republican bloc on the Commission opposes donor disclosure and will prevent any action by the FEC to respond to the appellate court decision. The bloc could effectively render the decision moot by simply not enforcing the law, which is already the pattern.
Does this mean that someone who has standing -- Van Hollen -- must sue the FEC or each individual group that is violating the law?
One more question: do I have standing at this point?
