I've posted a draft of my article forthcoming in the Arizona State Law
Journal, *Invisible Federalism and the Electoral College*, on SSRN here:

theoretical and practical problems of turning an election administered by
fifty-one jurisdictions into a single nationwide tally of presidential
preference.
