It happens all the time - candidates or consultants fail to recognize the
distinction between some of these groups and misstate the endorsement. It
usually is cause by lack of knowledge.

Subject: [EL] Planned Parenthood Candidate Endorsement

We just received a mailer paid for by a Democratic congressional candidate
stating that Planned Parenthood supports her candidacy.

Planned Parenthood(Planned Parenthood Federation of America?) is a
501(c)(3), I think, though I think it also has a 501(c)(4) affiliate, the
Planned Parenthood Action Fund.

Perhaps the candidate simply failed to use the correct name (Planned
Parenthood Action Fund, I assume). Is a (c)(4) affiliate is entitled to
endorse a candidate using the generic name of the umbrella organization?
