[EL] New Jersey petition circulator decision

A state trial court in New Jersey has issued a preliminary injunction 
barring the enforcement of some of the state's restrictions on petition 
circulators.  The ruling in Empower Our Neighborhoods v. Guadagno, 
available here 
<http://www.judiciary.state.nj.us/decisions/Empower_121010.pdf> , covers 
nominating petitions for independent candidates in local elections, 
along with recall petitions for any officeholder.  A prior ruling in 
2007 in a different New Jersey case had invalidated circulator 
requirements for independent statewide or Congressional candidates.  The 
validity of circulator restrictions for nominating petitions for 
partisan primary candidates will be litigated at a later stage in this 
case.  I represent the plaintiff.
