[EL] Signer of petition to put same-sex marriage on ballot to lose job?

Gallaudet is federally chartered, and the federal government appears to be substantially involved in its operations; its funding and expenses seem to be part of the federal budget ("on budget"). See pages 125-30 of the GAO's 1988 "Profiles of Existing Government Corporations," at http://www.gao.gov/assets/90/88616.pdf (caution: this is a large pdf document). My understanding is that it is a highly-regarded university that primarily serves the deaf community.

I suppose the First Amendment would come into play here under the Pickering line of cases; it seems that Gallaudet is a government actor. (But if the US Olympic Committee isn't a government actor, see San Francisco Arts & Athletics v. USOC, who knows?)
