[EL] Practical Question about Ohio Plan

A practical question about the plan Ohio is advocating:

If early voting was open to only certain voters on those last three
days, how would pollworkers distinguish the eligible voters from the
ineligible voters?

Requiring military IDs would be the obvious solution, but far from a
good one: Military service members generally would have military ID,
but requiring its use may be problematic. Family members are generally
entitled to dependent IDs, but may be less likely to have them. Other
than registration address, I am similarly unclear on how one would
distinguish a non-military overseas voter who seeks to vote in person
(although this seems, practically, to be a smaller group).

 Would voters unable to establish their entitlement to voting those
days have to cast a provisional ballot of some sort?
