[EL] Dick Morris's foreign money claims

Whether the Obama campaign site accepts small foreign donations seems like
a testable proposition. Surely one of us knows a foreigner and could find
$100.
If there is a prompt request for return of the funds, I'm not sure this
would be unlawful.
As to the three things, I think the current laws are adequate, when there
is a will to conduct meaningful audits, and I agree Morris has credibility
issues.
