[EL] "Original sources" of nonprofit donations

The issue of the "original source" of donations by nonprofits is 
tricky.  The revised DISCLOSE Act 
<http://thomas.loc.gov/cgi-bin/query/z?c112:S.3369:> provides one 
model.  In this paper <http://ssrn.com/abstract=1676108>, I suggest 
another, harnessing the incentives of entities that want to claim to 
represent broader public opinion.
