That's not what the brief says, although I admit I haven't looked at the law myself.  The attorney for the voters says the federal law does apply to Puerto Rico elections for Delegate to US House (I realize the title of that office in Puerto Rico is "resident commissioner").  And neither the US District Court nor the 1st circuit said the federal law doesn't cover Puerto Rico.  But I know you worked in the Voting Rights section so you must know what you are talking about.

Unfortunatley, the plain language of the NVRA makes it applicable only to states and one colony
