The downside risks of repeal are greater than the benefits, it says in the
attached,
Didn't have room to deal with two other issues:
1. The way that elections would be decided should no candidate get a
majority of electoral votes is an abomination -- one vote per state in the
U.S. House for President; one vote per state in the U.S. Senate for
Vice-president. If there was ever a calling for a constitutional amendment,
this is it.
2. It may be time to revisit the issue of equal representation in the
Senate. Can't believe that the Founding Fathers would have wanted a state
with 435,000 eligible voters to have the same voting power as a state with
23 million. Need to preserve some of what the Founders were aiming at --
providing via the Senate a balance between popular majorities and small
state representation. That might be accomplished by having a scale from 2
-- 8 with the most populous states having eight and the least a minimum of
two
