They can apply for it retroactively, which is one of the fundamental ironies of Section 5. Retroactive preclearance. Sounds like something out of Catch-22.

The North Carolina State Election Board has a placeholder on their page for information regarding the closing of in-person early voting sites.
Since African-Americans prefer early voting in-person in North Carolina: How can election officials covered by Section 5 of the VRA close early voting polling places without preclearance?

I wrote an article several years ago entitled "Could Terrorists Derail a Presidential Election?" in the Fordham Urban Law Journal. It dealt with this very topic, natural disasters and terrorist attacks that disrupt presidential elections. Worth a quick read, I would say. Also look at 3 USC Sec 2.
