I've responded to Jacob off-list, but I thought all would want to know that
Section 439a of the FECA allows candidates to donate funds to "an
organization described in section 170(c) of the Internal Revenue Code of
1986," which would include a charitable organization. I'm writing a post
on various compromises the candidate could make in the wake of Hurricane
Sandy, including this idea, which should be available later today.
