[EL] “Despite voter ID law, minority turnout up in Georgia”

An almost invariably overlooked factor in Georgia is that their Voter ID
law also provided for early voting.  The introduction of  early voting
clearly had a significant impact on turnout - especially in terms of the
disproportionately large increase in minority participation in 2010 (as
well as 2008) mentioned in the article.   The increase in turnout among
minorities and others in Georgia has flowed from the full package rather
than from the Voter ID law provision of the law standing alone.  The
Georgia experience with turnout has no relevance to other states.
