"Absentee Ballot Applications Down by Nearly Half in NC "

Michael McDonald
<http://www.huffingtonpost.com/michael-p-mcdonald/absentee-ballot-applications-down_b_1868814.html?>:
"The number of absentee ballot applications is down by nearly half from
2008. In 2008, election officials had received 37,539 applications
compared to 20,695 in 2012, or 45 percent fewer applications. The number
of applications from registered Republicans is down more than Democrats,
which are also down. The percentage of registered Republicans declined
by 55 percent while the percentage of registered Democrats declined 35
percent. Thus registered Republicans composed 51 percent of the earliest
absentee ballot applications in 2008 and 42 percent in 2012. These
numbers appear to confirm a report
<http://mvpproject.org/wp-content/uploads/2012/08/Bleak-Picture-for-Military-Voters.pdf>
from Chapman University finding military absentee ballot applications
are down from 2008."

Will Gary Johnson's Placement on the Ballot Help Obama or Romney?
<http://electionlawblog.org/?p=39887>

NYT:
<http://www.nytimes.com/2012/09/09/us/politics/obama-romney-battle-plans-set-for-final-charge.html?pagewanted=2&partner=rss&emc=rss>
Mr. Johnson shares some of the cross-party appeal of Representative
Ron Paul of Texas, who complimented him publicly last week. Advisers
said Mr. Johnson's potential for cutting into Mr. Romney's support
was greatest in Florida, where Mr. Romney is basically tied with Mr.
Obama, but could also have an impact in Arizona, Nevada, New
Hampshire and North Carolina.
They said Mr. Johnson's potential to eat into Mr. Obama's support
was greatest in Colorado, Iowa, New Mexico, Oregon and Wisconsin.
Republican officials have already tried to challenge Mr. Johnson's
place on the ballot or are trying to in states including Iowa,
Michigan, Ohio, Pennsylvania and Virginia. Many of the challenges
have failed --- courts recently rejected efforts to throw him off
the ballot in Virginia --- and Roger Stone, a Republican Party
veteran who is advising Mr. Johnson, said he was optimistic that Mr.
Johnson would qualify in all 50 states.

"A Congress for the Many, or the Few?"

Fred Bernstein has written this NYT oped
<http://www.nytimes.com/2012/09/09/opinion/sunday/a-congress-for-the-many-or-the-few.html?_r=1&ref=politics>,
which begins: "OUT of work and stuck with an expensive mortgage, my
friend was on the verge of losing her house. Attempts to get the bank to
modify her loan led to a situation Kafka would have recognized: scores
of letters, hundreds of phone calls --- but no modification. Then she
called one of her senators. Soon a member of the senator's staff had
contacted the Office of the Comptroller of the Currency, the federal
agency that regulates national banks. Not long after, my friend received
the loan modification she had been requesting, unavailingly, for years.
A happy ending? Only for my friend. For the country, what government
workers call "constituent services" --- really the meddling of
representatives in the business of executive agencies --- is a sign of
federal dysfunction, and one with consequences. Congress, arguably the
most powerful branch of government, seems to have given up on the main
thing the Constitution authorizes it to do: pass laws."

Friday's court filing by a lawyer representing Gov. Bobby Jindal

"Arguably the biggest worry is that voters who request an absentee
ballot but later change their minds and decide to vote at the polls on
Election Day will be forced to cast a provisional ballot. In most
statewide elections, relatively minor procedural missteps by poll
workers or voters routinely disqualify tens of thousands of provisional
