[EL] AALS panel title

I've had some communications with the folks at AALS, who appears were 
not aware that the title of their "hot topic" program could be seen by 
some as controversial.

The panel has a new title, "Election Integrity and the Right to Vote: 
  Lessons from the 2012 Elections."
