> Timothy Werner and John Coleman have posted _this draft _
> (http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2108171) on SSRN. Here is the abstract:
> The U.S. Supreme Court’s 2010 decision in Citizens United v. FEC was one
> of its most controversial in decades. Critics of the decision argued it
> would lead to a flood of corporate and union cash that would warp electoral and
> policy outcomes. We test for this possibility by exploiting the variation
> in campaign finance laws at the state level from 1977 through 2006.
> Through an analysis of three policy outcomes of interest to businesses and
> unions over three decades — the degree of liberalism among state elected
> officials; the relative state minimum wage compared to the federal minimum
> wage; and the degree of pre-transfer income inequality in a state — we find
> minimal effects for the overall campaign finance regulatory regimes in
> general and corporate and union independent expenditures specifically on public
> policy outcomes. These findings suggest that critics’ fears about the
> possible effects of Citizens United at the national level may be overstated.

> The following press release arrived via email:
> Project Vote Appeals Texas Voter Registration Case to U.S. Supreme Court
> Voting rights group asks justices to rule on the freedom of voter
> registration efforts
>
>
> Washington, DC – Today, with little over three weeks left before the close
> of voter registration in Texas, attorneys for Project Vote _filed an
> emergency appeal with the U.S. Supreme Court_
> (http://org2.democracyinaction.org/dia/track.jsp?v=2&c=asyrAK0fcmYu69M7lSaQvRZOYjlM7fog) , asking the justices
> to intervene and prevent the state from enforcing laws that place undue
> burdens on voter registration drives.
> In February 2012, Project Vote and its affiliate Voting for America filed
> a _lawsuit_
> (http://org2.democracyinaction.org/dia/track.jsp?v=2&c=F88zA+rlchp/fzd2WP8qHRZOYjlM7fog) against the state of Texas, arguing that certain
> provisions of Texas election code unfairly restricted voter registration
> activities, in violation of the First and Fourteenth Amendments of the U.S.
> Constitution and the National Voter Registration Act.
> “Current Texas law would make it nearly impossible for voter registration
> organizations to conduct their work in the state,” said Michael Slater,
> executive director for Project Vote.
> In August, U.S. District Court Judge Gregg Costa agreed that these laws
> improperly restricted voter registration drives, writing in a 96-page ruling
> that “Texas now imposes more burdensome regulations on those engaging in
> third-party voter registration than the vast majority of, if not all, other
> states.” Judge Costa granted a preliminary injunction enjoining the
> following laws:
> * a prohibition on voter registration drives submitting to officials
> by  mail applications they collect;
>    *   a ban on non-Texans becoming volunteer deputy registrars;
> * a prohibition that prevents any person from accepting or handling
> applications from residents of counties other than the county in which the
> person was appointed as a volunteer deputy registrar; and
> * a burdensome compensation law that prohibits organizations from
> firing employees based on their performance in collecting applications.
> “Voter registration drives have played a vital role in increasing
> participation in the political process,” wrote Costa. “This is especially true in
> minority communities with historically lower rates of voter registration.”
> On September 6th, in a 2-1 decision, the 5th Circuit Court of Appeals
> stayed Judge Costa’s ruling pending appeal. Now Project Vote and Voting for
> America are appealing that decision to the highest court in the land.
> The Plaintiffs are represented by attorneys from the law firms of Ropes &
> Gray, Brazil & Dunn, and Spivey & Grigg, L.L.P.
> “Millions of eligible Texans are still not registered to vote, in part
> because Texas has some of the worst voter registration laws in the nation,”
> said Chad Dunn, counsel for the plaintiffs. “With a national election fast
> approaching, we are asking the Supreme Court to recognize that voter
> registration drives serve an essential function in our democracy, and must be
> allowed to operate without undue burdens or unreasonable fear of prosecution.”

> (http://blogs.wsj.com/cio/2012/09/14/decade-old-e-voting-wars-continue-into-presidential-election/) n the Wall Street Journal begins:
> A decade after Dana Debeauvoir helped change Travis County, Texas to an
> all-electronic voting system she still expects to be falsely accused of
> fixing the coming election, just as she had in the last two presidential races.
> The clerk, who has administered voting for 25 years in the county that
> includes Austin, says the public has remained mistrustful of the ballot system,
> where voters pick candidates directly from a computer screen, without
> marking a piece of paper. “There have been so many hard feelings,” says
> Debeauvoir. “You get people saying ‘I know you have been flipping votes.’”
