"Money Talks: The Impact of Citizens United on State Elections"

Klumpp, Mialon, and Wiliams have posted this draft
<http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2123543> on SSRN.
Here is the abstract:

The U.S. Supreme Court has ruled that restrictions on independent
political expenditures by corporations and labor unions are
unconstitutional on First Amendment grounds (Citizens United v. FEC,
2010). In this paper, we test the hypothesis that the decision gave
an electoral boost to Republicans, at the expense of Democrats. The
50 U.S. states provide an ideal testing ground for this hypothesis
as the ruling only affected a subset of states. We find that
Citizens United had a positive and statistically significant effect
of approximately two percentage points on the probability of
Republicans winning in state congressional elections.

The Pilot reports
<http://www.thepilot.com/news/2012/sep/24/county-has-best-record-removing-dead-voters-rolls/>.

This is why I've written
<http://papers.ssrn.com/sol3/papers.cfm?abstract_id=1392299> that it
would be hard to create a "Democracy Index
<http://www.law.yale.edu/faculty/democracyindex.htm>" today which would
not be criticized by one side or the other for using biased measures of
efficiency.

"A voter-ID mutiny launched by Democratic-controlled Montgomery and
Allegheny Counties showed signs of spreading across the state Friday, as
Philadelphia and a handful of other local governments said they, too,
would consider issuing poll-ready identification cards through

of every cycle awaits: triage. In the coming weeks, the national party
committees will decide which races are deemed winnable and merit their
resources -- resources Members themselves donated and helped raise --
