The poll workers can (and I think must) ignore baseless challenges.  I worked out agreements among the county officials and both parties and presidential campaigns in a number of FL counties in 2004 that involved disallowing all challenges based on non-return of a mailing (there was some fuss over voter caging in those counties),  and to require direct personal knowledge before any other challenge would be allowed.
