[EL] Ohio congressional redistricting and Sec. 2

I'm working on a manuscript and I have a quick question that I hope someone knowledgeable can answer:

Was there a Section 2 ruling requiring the creation of an African-American majority congressional district in the Cleveland, Ohio area?

My searches are returning nothing, but I don't know if that means there wasn't litigation or if my search terms are poor.
