[EL] Gov. McCrory errs on costs of voter preregistration Re: ELB News and Commentary 8/14/13

Gov. McCrory is wrong about voter pre-registration for 16- and 17-year-olds
being costly. Here is an analysis of it that we did based on interviews,
including with election officials in North Carolina:

In fact there's an argument that efficient registration of young adults in
fact saves costs down the line, as it spreads out new registrations farther
from the busyness of elections -- less need for trying to process a flood
of registrations close to an election, having more provisional ballots,
etc..

Of course the governor can make stuff up about the legislation because the
legislature didn't hold hearings on several key elements of it  --
including, I believe, eliminating a preregistration program that had passed
with bipartisan support and that even Florida had left intact in its
anti-voting bill in 2011.
