[EL] KY Legislative Ethics proposal to require reporting of grassroots lobbying

Seems to me that Chief Justice Rehnquist's approval of broad disclosure
in McConnell, coupled by disclosure discussions in WRTL and Citizens
United, could well allow for such disclosure if applied across the
board. I believe Marty Lederman wrote a lot of listserv posts on this
around the time of McConnell.
On targeting lobbyists

I address such targeting in my Stanford piece and question targeting for
contribution bans etc. after Citizens United. I think disclosure rules
would have an easier constitutional road.
