Of course. But inquiring minds would want to know, in connection with financing of campaigns, who the incumbents think they can successfully shake down.
I've been reminded that the person involved was DC Delegate Norton, who is not actually a Congresswoman, though she serves on House committees (and I think chairs a subcommittee). DC should have a member of Congress, but there are constitutional and unconstitutional ways of trying to bring about that result.

Wasn't there a congresswoman recently who left a voicemail for someone whose business was likely to be affected by her committee asking why he hadn't donated? Maybe we should know who has been asked for donations by incumbents.
