There is no way that Virginia can do what is required to sufficiently
educate all of its voters about the new voter photo ID requirement with the
insufficient time and resources that have been allotted. While voter ID was
not an issue in 2013 because non-photo documents -- such as utility bills
and social security cards -- were acceptable, 2014 will see many more
Virginia voters falling through the cracks. Predictably, the persons who
lose their votes will be mostly the elderly, the young, the poor, racial
and language minorities, people with disabilities, and people who lack
transportation.

Of these groups, I would guess that the elderly will be the most heavily
impacted, because the people from the other groups most likely to lack IDs
are also those least likely to vote in 2014, ID notwithstanding. The GOP
benefits particularly from elderly voters in Virginia's 10th Congressional
District, which is the most likely competitive race in Virginia in 2014. In
short order, Democrats need to focus on mobilizing Spanish speaking
minorities to get ID in this Congressional district. Does the VRA also
require officials to emphasize this in Fairfax County's portion of the 10th,
because Fairfax is more than 5% Hispanic according to the last census?

It would serve the Virginia GOP right if their own idiot photo ID law bit
them in their own asses. One can only hope.
