Front-page NYT report
<http://www.nytimes.com/2013/02/05/us/politics/waiting-times-to-vote-at-polls-draw-scrutiny.html?pagewanted=1&_r=0&ref=politics>:
"With studies suggesting that long lines at the polls cost Democrats
hundreds of thousands of votes in November, party leaders are beginning
a push to make voting and voter registration easier, setting up a likely

Levitt Contribution to Reuters VRA Symposium

Justin Levitt weighs in
<http://blogs.reuters.com/great-debate/2013/02/04/a-signal-its-time-to-change-the-court/>in
the online Reuters symposium
<http://www.reuters.com/subjects/voting-rights>on what should happen
after a decision in /Shelby County/: "Where discriminatory democracies
were broken and have not fully healed, local decisions on representation
need a sturdy federal floor protecting race and ethnicity. If the 15th
Amendment does not grant Congress that power, nothing does. Which means
that if Section 5 falls, the only effective change may be change at the
Supreme Court."

"How to Fix Long Lines: New Brennan Center Voting Proposal"

Press release
<http://www.brennancenter.org/press-release/how-fix-long-lines-new-brennan-center-voting-proposal>:
"A new Brennan Center proposal
<http://www.brennancenter.org/publication/how-fix-long-lines> outlines a
three-part plan to fix long lines at the polls, responding to President
Obama's call for voting reform in both his inaugural address and
election night speech. By modernizing voter registration, providing more
early voting opportunities, and setting minimum national standards for
polling place access, America can fix the long lines that plague
elections and bring the voting system into the 21st century, according
to the study."

Must Read CQ Cover Story on Voting Rights Act Case

It isbehind the paywall here, <http://t.co/ZrSPB9A4> but I will relink
when it is freely available. The writer, Amanda Becker, talks with Rep.
Sensenbrenner over what would happen if the Court strikes down section 5
in the /Shelby County /case and how Congress might react. She also
recounts the behind-the-scenes fight in the Senate Judiciary Committee
over the Committee report which suggested the Act is now unconstitutional.

Anyone wanting the full, fascinating story of the 2006 VRA Amendments
must read Nate Persily's Yale Law Journal piece
<http://yalelawjournal.org/the-yale-law-journal/article/the-promise-and-pitfalls-of-the-new-voting-rights-act/>
on the topic, and Rick Pildes's response
<http://yalelawjournal.org/the-yale-law-journal-pocket-part/election-law/political-avoidance,-constitutional-theory,-and-the-vra/>.
