[EL] CREW lawsuit against IRS

I don't think anyone has discussed this yet, but isn't there a statute of
limitations issue with CREW's lawsuit challenging the IRS regs permitting
political activity by 501(c)(4)s?

The regs CREW is challenging -- 26 CFR 1.501(c)(4)-1(a)(2)(i) -- were first
promulgated in 1960 and last amended in 1990:

Wasn't the reason why Chris Van Hollen didn't challenge the FEC's
independent expenditure reporting regulations because of the 6-year statute
of limitations?
