"GOP scrambles to fix its primary problem"

Politico
<http://www.politico.com/story/2013/01/gop-scrambles-to-fix-its-primary-problem-85726.html>:
"The disastrous 2012 election
<http://www.politico.com/2012-election/map/> and embarrassing fiscal
cliff standoff <http://www.politico.com/p/pages/fiscal-cliff> has
brought forth one principal conclusion from establishment Republicans:
They have a primary problem. The intra-party contests, or threat
thereof, have become the original sin that explains many of the party's
woes in the minds of GOP leaders. It's the primaries that push their
presidential nominees far to the right (see "self-deportation" and "47
percent"); produce lackluster Senate candidates (Todd Akin has almost
become a one-word shorthand); and, as seen most vividly in the last two
weeks, dissuade scores of gerrymandered House members from face-saving
compromise while politically emasculating their speaker."

Senate Committee on Rules and Administration
<http://www.rules.senate.gov/public/index.cfm?p=InNews&ContentRecord_id=1196b7e5-d0f1-4fb4-be7b-99c7ce678c85>:

            Jan 01 2013

With strong bipartisan support, the Senate passed S.679, the
Presidential Appointment Efficiency and Streamlining Act of 2011, to
reform the presidential nominating and Senate confirmation process.
President Obama signed the bill into law on August 10, 2012. In
addition to eliminating the Senate confirmation requirement for
certain presidential appointments, the bill also called for the
establishment of a Working Group to examine the feasibility and
advisability of simplifying the paperwork required for executive
nominations. That Working Group was directed to report its findings
to the Senate Committee on Rules and Administration and the
Committee on Homeland Security and Governmental Affairs. The report
    is posted below.

Mother Jones

"FreedomWorks, the national conservative group that helped launch the

for years it has battled

Yet internal documents obtained by /Mother Jones/ show that FreedomWorks
has indeed become dependent on wealthy individual donors to finance its
growing operation."

Vivian Hamilton
<http://www.concurringopinions.com/archives/2013/01/the-youth-vote-matters-but-just-how-young-should-voters-be-part-i.html>:
"In upcoming posts, I will explore ideals of the citizen-voter from
classic democratic theory, argue for a conception of electoral
competence, and examine research from several disciplines within the
developmental sciences exploring the connection between age range and
the attainment of certain cognitive competencies. I conclude that age 18
may have been the best available proxy for electoral competence when the
nation adopted it as the voting age in 1971, but developments since then
enable us to identify a better proxy."
