I can't figure out why the Virginia GOP is only going halfway with
this.  It seems to me that if one is going to run the political risk
associated with changing the electoral college allocation, one might
want to go all the way.

My question to the list is this: Would the legal analysis be any
different if the legislature were to adopt a rule giving ALL of the
commonwealth's electoral vote to the candidate who wins the most
congressional districts?

Under the current GOP proposal, as I understand it, Obama would have
won 4 of the commonwealth's 13 electoral votes.  If votes were
allocated to the winner of the most congressional districts, he would
have won none of them, which seems to me a much better outcome for the
current GOP.

Disclaimer:  I am not advocating for or against any of these
proposals. This is a just a question.
