[EL] Louisiana law seems to force major parties to hold earlier nat conventions

Last month Louisiana HB 341 was signed into law. It requires qualified parties to tell the state the names of their presidential and vice-presidential nominees no later than the Friday after the third Tuesday in August. That would set a deadline that ranges from August 18 to August 24, depending on that year's calendar.
In 2004, 2008, and 2012, one of the major parties didn't nominate for president and vice-president until early September. Both major parties would not have been able to meet the Louisiana deadline in 2012. I tried to phone the Louisiana Sec. of State's office today to ask if the legislators were aware they seem to be forcing the major parties to nominate earlier than they have in recent years, but that office is closed on July 5.
