Left off the second half of that sentence. Would have worked if it was executed
more skillfully. Such an attack merely needs to distribute the requests rather
than clumping them together, and spoof IPs more skillfully. That, too, is not
very difficult and doesn't need much technical expertise.
Those who wish to exploit the new online request systems will learn quickly that
there are tracers on the input, and will adjust to a more intelligent, but
still not very difficult, strategy.
Another fellow was caught, this time actually rigging Internet votes, because
he, too, was idiotic about dumping votes in from clustered IPs and clustering
the time distribution. That was in the Cal State San Marcos Univ. election.
The middleman having the mailing database is really the key to absentee fraud.
All he has to do is change some addresses to his own and the ballots will come
to him. Because the elections office has the correct address before they pass
the database off to him, they'll never know, and because the people didn't
request the ballot, they'll never know they didn't get one.
