[EL] BREAKING NEWS: Section 5 of VRA struck down

As readers are pointing out, only the coverage formula of the 
preclearance regime has been struck down -- deciding which jurisdictions 
must be sent for preclearance. That is, indeed, section 4.  I'd been 
using "section 5" in this sense <http://ssrn.com/abstract=2265729>, as 
rough proxy for the preclearance regime, because that's the way that 
it's appeared in virtually all press coverage since /Shelby County/ was 
taken.

It would now be up to Congress -- yes, this Congress -- to pass a 
constitutional formula "grounded in current conditions."
