The spirited debate featured Michael Carvin and Dr. Abigail Thernstrom for
the Petitioners Shelby versus Gerry Hebert and Dara Lindenbaum for the
Respondents.

Participants debated key questions asked by the Justices at oral argument,
including:

1.  Does the coverage formula violate an equal footing doctrine?  Can
Congress constitutionally “reverse engineer” a coverage formula to cover
particular states?

2.  Can lawsuits effectively replace preclearance?

3.  Is preclearance a "racial entitlement”?

4.  Is Shelby County a proper plaintiff in light of Alabama’s record?  Is a
facial challenge appropriate?
