[EL] Parties and interest groups citations

Hi all:

There is an old political scientists tale that declares that in areas where
political parties are strong interest groups are weak and vice versa.  I am
looking for cites that make  and refute that claim.  If anyone can can
provide from references for me I would be thankful.  Offline responses are
ok.
