[EL] interesting amicus argues Storer v Brown was wrongly decided

I am again hoping to coax people on this list into reading this amicus.  It is about sore loser laws and is signed by six political scientists.  It basically
 says Storer v Brown should be overruled or curtailed.  The amicus isn't very long.
