    More than six months after a top Internal Revenue Service official
    acknowledged the agency inappropriately scrutinized applications for
    tax exemption by tea party and other conservative groups, the
    scandal has faded from the headlines and moved to Congress' back burner.

    But it's unclear how much has changed inside the IRS to fix the
    underlying problems that led to the targeting.

    Two noncitizens suspected of voting have been charged in Arapahoe
    County after a months-long investigation.

    The charges stem from a request by Republican Secretary of State
    Scott Gessler. He referred 155 suspected noncitizens to Colorado
    prosecutors in July. The charges announced Friday are the only ones
    filed by a district attorney who received information from Gessler.

    throw his full weight behind the effort to reinstall the voting
    protections shot down by the Supreme Court in June.

    Rep. James Sensenbrenner Jr., former head of the House Judiciary
    Committee, has been focused on a new surveillance bill in recent
    weeks. But speaking Tuesday at the Georgetown University Law Center,
    the 18-term Wisconsin Republican said he intends to shift gears to
    address the provisions of the Voting Rights Act (VRA) deemed by the
    high court to be unconstitutional.

    While the Internal Revenue Service works on new guidelines for
    determining which organizations are eligible for tax code Section
    501(c)(4) exemptions, it has cleared 75 percent of the backlog of
    applications caught up in the Tea Party controversy, an IRS official
    said.

    Speaking Nov. 21 at the annual Western Conference on Tax Exempt
    Organizations, Judith Kindell, senior technical adviser in Exempt
    Organizations, said that as of Oct. 18, the Service had resolved 99
    of the cases---representing 75 percent of the backlog---of which 77
    received favorable determination letters.
    Of those 77 applicants, 38 participated in the "expedited"
    determination process, under which they agree to limit political
    activities to 40 percent of total activities, Kindell said.
