[EL] Query re Local Campaign Finance Laws

Actually, let me revise and extend my remarks--for many years, Washington law forbid the public financing of campaigns in local elections, but now permits such financing if it is approved by a vote of the people, such as Seattle's recent unsuccessful vote to adopt a NYC-style public financing system.

California permits cities and counties to have stricter laws than the state: over 100 cities and counties have tougher disclosure or contribution limitation laws and few offer public financing of campaigns.
