I would be very surprised if this ruling 
<http://www.nmcourt.fed.us/Drs-Web/view-file?unique-identifier=0005525024-0000000000> 
stands.  Either the City will reenact with an adequate evidentiary 
record or the 10th Circuit will reverse, joining every other 
jurisdiction which has considered the corporate contribution ban in 
light of FEC v. Beaumont.
