Is it harassment? Free speech? Why not both?

The question is not whether people have a right to boycott or criticize; it is whether the government has a compelling interest in invading privacy, speech, and associational rights to force people to make information available to others for the purpose of harassing/boycotting/excoriating/harming the original speaker.
