If you increase the sanction/redress at stake then you can create the
economic logic necessary to empower people to enforce the law. Basically,
serious penalties for proven violations (and let's be real, inferring the
reason for an action is something the law does all of the time) would
protect many more employees than those who ultimately brought a suit.
