i think the problem is that in fact not "all registered voters
automatically receive a ballot to return by mail" but rather, only
"registered voters who have an up-to-date address on file with the
registrar of voters automatically receive a ballot to return by mail"
unless there is a fail-safe mechanism that will allow for those who move
frequently (or have moved recently) to access their ballot if they did not
receive it in the mail (remember that ballots don't forward!) then there
will be significant disparities in who can participate in all vbm
elections.
