[EL] Duplicate registration compact

As the Presidential Commission noted in its recommendation that states should join both, ERIC and crosscheck are two different systems that do two different things. Several states participate in both.

No, Oregon left Crosscheck because it said the data was unreliable<http://miamiherald.typepad.com/nakedpolitics/2014/04/florida-no-longer-part-of-controversial-national-voter-data-project.html>. Oregon told me the Crosscheck program sent them a list of something like 100 voters believed to have voted in more than one state, via the SS# and DOB match technique. Upon investigation, not a single one checked out. I'm hoping to have more on this next week. Seems applicable to the recent hype in North Carolina about 35K double voters, few of which seem likely to check out either.

Either state law does not permit it, they choose not to share it, or it may not be info the voter provides on the application. SSN info is an important part of the matching process. As the Bauer-Ginsbeg (PCEA) report concluded, Crosscheck is plenty reliable, particularly for those who share SSN information which are most states involved. It is what states make of it and certainly not the boogeyman portrayed by many. I still have a hard time getting my head around why a program that has blue, red, and purple states involved is so maligned. I suspect its more of a political attack than anything else.
