PSQ.  Here is the abstract:

    In mid-2011, the Florida legislature reduced the state's early
    voting period from fourteen days to eight and eliminated the final
    Sunday of early voting. We compare observed voting patterns in 2012
    with those in the 2008 General Election and find that racial/ethnic
    minorities, registered Democrats, and those without party
    affiliation had significant early voting participation drops and
    that voters who cast ballots on the final Sunday in 2008 were
    disproportionately unlikely to cast a valid ballot in 2012.
    Florida's decision to truncate early voting may have diminished
    participation rates of those already least likely to vote.

    Federal Court Denies Wisconsin's Request for Stay in Voter ID Case,

The federal district court in Frank v. Walker has issuedthis detailed 
ruling 
<http://electionlawblog.org/wp-content/uploads/adelson-stay-denial.pdf>denying 
Wisconsin's request for a stay pending appeal in the voter id case.  A 
stay would have allowed Wisconsin to use its id law in the upcoming 
election.  Wisconsin hasalready sought 
<http://electionlawblog.org/?p=64028>a similar stay in the 7th Circuit, 
and the 7th Circuit has asked for a response from plaintiffs by Aug. 19.

The district court ruling today not only denies the stay but defends the 
ruling against a number of attacks.  I think the order makes it somewhat 
more likely that the 7th Circuit will not grant Wisconsin's request for 
a stay pending appeal.

    Late yesterday afternoon, the United States Court of Appeals for the
    Fifth Circuit issued adecision striking down provisions of the Texas
    Election Code

    place since 1987, that imposed a "waiting period" on newly-formed
    Texas political committees.  The decision is a major First Amendment
    victory that restores the fundamental free speech rights of all
    grassroots groups in Texas.

Sarah Mimms at National Journal

of the possibility of "massive voter fraud" thanks to the fact that 
people register in the states:

      Nearly 12 percent of Americans pack up and move every year. Most
    of them assume that by registering to vote in their new home cities
    or states, their old records will be invalidated. In many cases,
    they're wrong. There is no unified system in the United States
    alerting election officials that former residents have moved away
    and plan to vote in someone else's jurisdiction.

    As a result, millions of Americans are registered to vote in more
    than one place in any given election, leaving open the possibility
    of massive voter fraud that would not be halted by
    voter-identification laws that have swept through the country,
    particularly in red states, in recent years.

This is the kind of alarmist writing I expect at some far right outfits, 
not at the National Journal. Yes, we need a national system of voter 
registration.  (I support universal voter registration conducted by the 
federal government coupled with a national voter id program.)  Yes, 
there have been some instances of people voting in two states. Yes ERIC 
and other systems help prevent that. But it is not a huge problem on the 
scale of things, and talking of "massive voter fraud" just feeds into 
unsubstantiated hystreria.

    Indeed, the rules weren't really legally tested until this year,
    when a judge last month ruled that two of them needed to be redrawn

    they were drawn for partisan purposes. The GOP-controlled state
    legislature approved a new new map this week, with very minimal
    changes
    <http://washingtonpost.us2.list-manage.com/track/click?u=c5adbd4783d227c40313eb002&id=016a3080bb&e=131b1e424f>.
    According to numbers crunched by redistricting expert Michael
    McDonald of the University of Florida, only seven districts
    underwent changes in the redrawn map. Two heavily Democratic
    districts became about two points less Democratic, while two
    GOP-leaning seats became less than a point more Democratic. Neither
    of those latter two districts is in play this November.

    The new map now awaits Gov. Rick Scott's (R) signature and will be
    reviewed by the judge who struck down the original map.

    If it passes muster with the courts in anything like its present
    form, it will have been a pretty major victory for the GOP in
    overcoming the so-called Fair Districts amendments --- and an
    equally large setback for redistricting reformers seeking to rein in
    partisan gerrymandering.

    That's because the new map, practically speaking, isn't a whole lot
    different than the old, pre-reform map.
