Here is the opinion

v. FEC.*
The issues will be certified to the en banc D.C. Circuit after limited
factual finding by the trial court.
Three judge courts get direct appeal to the Supreme Court. So this ruling
makes it somewhat less likely we will see a full ruling from the Supreme
Court in this challenge to base political party contribution limits.

appeals court could give the Philadelphia police union increased political
clout.
The U.S. Court of Appeals for the 3rd Circuit ruled Monday that the city’s
ban on political contributions by police violates the First
Amendment. Other city employees including firefighters, who successfully
challenged a similar ban, are allowed to make contributions.
