Steve is absolutely right that the Illinois statute is "Davis III." The Illinois legislators conceded as much during debate where they expressed the need to "level the playing field" with millionaires in light of the state's newly-established contribution limits.
Finding "someone with standing" could prove difficult, however. It's likely that only a self-funding Illinois candidate would possess standing and, as the original Davis discovered, challenging your opponent's contribution limits isn't a great electoral strategy
