campaign finance records into the 21st century, but their effort to 
attach to it a critical government funding bill will likely require them 
to make concessions to Republicans to succeed....One such proposal that 
Republicans have floated as a trade-off would relax some coordination 
rules between political parties and outside groups and effectively 
override existing spending limits for coordinated spending between 
political parties and candidates."

    After an election campaign marked by the surreptitious dark money
    bankrolling by Arizona's largest utility -- Arizona Public Service
    ("APS"), you might be surprised to see Gov.-Elect Doug Ducey name
    one of APS' dark money managers as his incoming Chief of Staff.  Or,
    you might not.

    Ducey today named former Arizona House Speaker Kirk Adams to be his
    first Chief of Staff when he takes over the 9th floor next month.
      Since an unsuccessful run for Congress in 2012, Adams has been
    tightly connected with political consultant Sean Noble AND has
    helped APS semi-secretly oppose net metering when the Arizona
    Corporation Commission was wrestling with it last year.

    As a $90 million jury verdict was wending its way to the West
    Virginia Supreme Court, the lawyer handling the nursing home abuse
    case did more than prepare appellate briefs and ready himself for
    oral arguments. He was, critics said, pulling every lever available
    to him to try to give his client an edge outside the legal system
    --- lining up thousands of dollars in campaign contributions for the
    court's chief justice and negotiating a private deal to buy a $1.3
    million Lear Jet from her husband.

    When the nursing home case finally reached the state's high court
    earlier this year, Chief Justice Robin Jean Davis wrote the majority
    opinion upholding the jury verdict for the client of lawyer Michael
    Fuller, though lowering the final payout to just over $40 million.
    The cut for Fuller's firm: more than $17 million --- one of the
    largest payouts he's ever secured.

    Davis never disclosed the airplane deal, telling ABC News she was
    under no obligation to do so because it involved her husband, and
    not her. But ethics experts have questioned that assertion.

    "This does not look good for the rule of law," said James Sample, an
    expert on judicial ethics at Hofstra University Law School. "A
    million-dollar sale of an airplane while litigation involving the
    lawyer who purchases the airplane is pending before the court?
    Absolutely no question. It's proper to disclose, and it is improper
    to not disclose."

    "This is a circus masquerading as a court," Sample said.

The following announcement arrived via email:

    The Voting Rights Project of the Chicago Lawyers' Committee for
    Civil Rights Under Law fielded hundreds of calls about Election Day
    Registration (EDR) on its November 4th Election Protection Hotline
    and collected nearly 300 exit surveys from voters who used EDR.
    Today it released a report, Illinois Embraces EDR
    <http://www.clccrul.org/node/35871>, produced in partnership with
    JustVote and SAAPRI.
    The report finds that there is strong demand for EDR in Illinois to
    ensure equal access to the polls, and that, if made permanent, the
    state should devote more resources to EDR.  It also shows that 0.25%
    of voters used EDR, and so it can have electoral significance in a
    state where the state treasurer's race was decided by 0.26% of the vote.
    The Illinois state legislature is voting on whether to adopt
    permanent EDR this week.
