    Richmond’s 2014 election was defined by Chevron Corp.’s failed
    effort to get their favored candidates elected despite spending more
    than $3 million through an array of independent expenditure committees.

    But instances observed during the campaign raise questions about how
    independent their committees and the candidates they supported
    really were. The murky situation could spell trouble for elections
    across the country as underfunded watchdog agencies and hazy
    campaign finance rules may be ill-equipped to deter coordination
    between committees and candidates.

    Three advocacy organizations — across ideological lines — are
    telling congressional investigators to back off in a probe of EPA
    ties to a leading environmental group, the Natural Resources Defense
    Council.

    Republican Rep. Darrell Issa of California and Sen. David Vitter of
    Louisiana are leading the investigation. They contend that NRDC
    lobbyists have exerted too much influence over EPA on the issues of
    carbon reduction and the proposed Pebble Mine at Bristol Bay, Alaska.

    Twelve months after hearing arguments in the case, the N.C. Supreme
    Court issued a ruling Friday upholding the Republican-led redrawing
    of state congressional and legislative districts in 2011.

    But the NAACP and other organizations that challenged the maps
    quickly announced plans to continue their legal battle against
    districts they contend are blatant racial gerrymandering intended to
    weaken the African-American vote.

    On December 5, 2014, Judge James Teilborg released his most recent
    order in the case Galassini v. Fountain Hills. The scope of that
    order and its effect remain subject to further litigation. The State
    has filed a request for a stay pending appeal. It is clear that it
    has no effect on provisions of the Clean Elections Act and Rules
    that apply to
    candidates and other persons who participate financially in state
    and legislative candidate elections.

    Although the conclusion of the 2014 elections means that state and
    legislative candidate and others participating financially in state
    and legislative races may not have imminent filing deadlines, we
    strongly recommend that candidates and other persons who
    participate financially in state and legislative candidate elections
    continue to make filings as required by law, subject to enforcement
    under the Clean Elections Act and Rules. As always please contact
    the Clean Elections staff if you have any questions.
