FWIW, I recently wrote a report that analyzed, among other things, the impact of online registration in California during its maiden voyage in 2012. The analysis attempts to measure, as best it can, the causal impact of the system on the number and complexion of registrants. I find only limited impact on either-it appears the system mostly affected the timing of registration by encouraging users to sign up earlier in the cycle.
Of course, online registration is far superior in other ways, and the report notes that, too. Moreover, it's not completely clear what its impact might be in the future, though we also looked at the effect on registration levels in other states and found none.

Does anyone have data on the "digital divide" -- any racial disparities?
