[EL] trivia about Pelosi-Sarbanes public funding bill

When I first read Rick Hasen's links to the news about the bill being introduced today in Congress, I was puzzled how it could be known that it is HR 20, because (1) the bill hadn't been introduced yet; (2) that is such a low bill number for the middle of a congressional session.

It turns out the Minority Leader has a reserved bill number; whenever she wishes, she can introduce one bill and that low bill number has been reserved for her.  The Speaker of the House has several reserved low bill numbers as well.
