I look forward to reading Prof. Sample's article. Judging by the abstract,
I expect I'll find some of his arguments persuasive.
I'll be particularly interested to see, however, whether he addresses
small-dollar contribution matching programs as a means not of equalizing
candidate speech vis-a-vis outside spending, but as a means — even in
less-populous states — of achieving a floor of funding necessary for a
candidate to be viable without having to rely disproportionately on
higher-dollar contributors. Or simply as an incentive to get would-be
contributors to engage more in the political process.
The aim of public funding doesn't always have to be matching opposition
spending dollar-for-dollar. That critique of public funding may similarly
be on the way out as public funding evolves.
